“Teacher workload is too high and this has been a long-standing issue. But workload is not simply about number of hours worked; it is also about teachers feeling in control of their work. Analysis of the OECD’s international survey of teachers found that the number of hours worked did not significantly affect job satisfaction, but that teachers who reported their workload as ‘unmanageable’ did have lower levels of job satisfaction. Yet, less than half of teachers’ working time is spent directly on teaching.”
